[d2l-consortium] Best practices list

Alan,

Mark had one. When I sent the materials from our presentation at UC06
to the D2L people, I didn't have the document, so I ginned one up.
I've attached it.

It should be available from the UC06 site, but I haven't checked. It
could use some polishing (to say the least) and, ideally, I'd like to
turn it into a web document--"Best Practices for content creation in
D2L" or "Ways to Make Content In D2L More Accessible", something like
that.
